Update on Sea Cargo Manifest and Transshipment Regulations (SCMTR) in India

As per Indian Customs’ Sea Cargo Manifest and Transshipment Regulations (SCMTR), we seek your support in ensuring smooth cargo movement by following these guidelines:

1. Shipping Instructions (SI)

  • Share full and correct Shipping Instructions in advance.
  • Details must match your House Bill of Lading (HBL) and Shipping Bill (SB).

2. Shipping Bill Upload

  • Upload the final copy of the Shipping Bill on the ODeX portal.
  • Link it to the correct Hapag-Lloyd Master Bill of Lading (MBL).
  • Make sure the Primary Cargo Identification Number (PCIN), SB number, and SB date are correct.
  • Do not reuse the same PCIN across different Bills of Lading.

3. Cargo Summary Notification (CSN) Filing

  • Forwarders/Consolidators must file CSN and update the number on ODeX.
  • If CSN is not available, Hapag-Lloyd will file the Master B/L directly, and the customer will be responsible for compliance.

4. PCIN Mapping

  • PCIN must be submitted as part of the CSN and linked to Sea Departure Manifest (SDM).
  • Link PCIN only to the Bill of Lading, not to the booking number.
  • PCIN details must match the Shipping Bill.

5. One SB – One B/L Rule

  • Each Shipping Bill should be linked to only one Bill of Lading.
  • Linking the same SB to multiple B/Ls is not allowed.

6. Mandatory Data to Be Shared

Please include the following in all documents:

  • HSN Code (6-digit Harmonized System of Nomenclature)
  • IEC (Importer Exporter Code) or PAN (Permanent Account Number)
  • Full address (with State, Country Code, and PIN code)
  • Valid email ID and phone number
  • Passport Number (for personal effects cargo)

7. Data Consistency

Ensure all details in your SI, SB, HBL, and CSN match.
Mismatched data can lead to customs delays or fines.

8. Other Key Definitions

  • PCIN: Primary Cargo Identification Number (given after SB is filed)
  • CSN: Cargo Summary Notification (filed by forwarders for HBL)
  • MCIN: Master Cargo Identification Number (given when HBL & MBL match)
  • SAM: Sea Arrival Manifest (import details filed by carrier)
  • SDM: Sea Departure Manifest (export details filed by carrier)

9. Registration Requirements

  • SOC/NVOCCs (Shippers Owned Containers/Non-Vessel Owning Common Carriers) must register their BOND under SCMTR.
  • Console Agents must register their Consolidator BOND
